In the examination made in terms of proportionality in the aforementioned decisions, it was evaluated that the intervention was not necessary since it was not revealed on what compelling reason the applicant's request to be present at the hearing was not accepted, and that substantial proceedings were carried out in the hearings attended by the applicant through SEGBİS.
